Graduating from a Canadian school does not earn you a post-graduation work permit. IRCC states it in one line on its own page: "Graduating from a designated learning institution (DLI) doesn't automatically make you eligible for a PGWP." The school has to be PGWP eligible, and so does the specific programme you enrol in.
Almost every PGWP problem we see was created when the school was chosen, not at graduation. Since 1 November 2024 there are two further filters, language and field of study, and both attach to dates many applicants have already passed. Read this before you accept an offer letter.
Start with the school, then check the programme
A designated learning institution is a school approved to host international students. That is not the same as a school whose programmes lead to a PGWP. IRCC publishes a DLI list identifying which schools have PGWP-eligible programmes. You are not eligible if you studied at a non-Canadian institution located in Canada, or at a DLI that is not PGWP eligible. That second category includes programmes delivered on behalf of a PGWP-eligible DLI under a curriculum licensing agreement, usually called a public-private partnership.
Those programmes were marketed hard and the doors closed on fixed dates. If you began one at a private college delivered on behalf of a public college in the same province after 15 May 2024, you are not eligible. Across provincial lines the cut-off came earlier: programmes begun after 1 February 2023 are not eligible. Ask the school in writing whether the programme itself is PGWP eligible. An agent's verbal assurance is worth nothing at the counter.
The general eligibility rules
Four general requirements apply to everyone, on top of the programme-specific rules below.
- You completed a programme at a PGWP-eligible designated learning institution that was at least 8 months long, or 900 hours for Quebec programmes.
- You maintained full-time status as a student in Canada during each semester. One exception: you may study part-time in your final semester.
- You apply for your PGWP within 180 days of confirmation that you completed your programme of study.
- Your study permit was valid at some point during the 180 days after you completed your programme.
The last two trip people waiting on transcripts. If your study permit will expire before your marks are released, IRCC gives you two options: apply for a visitor record, or leave Canada and apply from outside. Let the permit lapse and you must first apply to restore your status as a student.
The language requirement, and why a degree does not exempt you
IRCC's wording is flat: "If you apply on or after November 1, 2024, you must provide proof of English or French language skills. The only exception is if you graduate from a PGWP-eligible flight school." Four years of study in English in Canada is not proof. You sit an approved test like anyone else, and the level depends on what you studied.

IRCC accepts CELPIP-General, IELTS General Training and PTE Core for English, and TEF Canada or TCF Canada for French, and says tests should be taken in person. Results must be less than 2 years old when you submit, so a test sat in first year will not carry you to graduation. Where a PGWP combines more than one programme, you must meet the higher of the applicable requirements.
The field of study requirement and exactly who it binds
This rule is narrower than the rumours suggest, and the exemptions matter more than the list. IRCC says you do not need to meet it if any one of the following applies: you submitted your PGWP application before 1 November 2024, you graduated from a PGWP-eligible flight school, you graduated with a bachelor's, master's or doctoral degree, or you applied for a study permit before 1 November 2024.
So it reaches one group. If you applied for your study permit on or after 1 November 2024 and are graduating from a college, polytechnic or non-degree university programme, you must graduate in an eligible field of study.
Eligibility turns on the 6-digit Classification of Instructional Programs code attached to your programme. IRCC says the code must be on the list of currently eligible CIP codes when you submit either your study permit application or your PGWP application, which gives you two chances rather than one. The eligible codes sit in six categories: agriculture and agri-food, education, healthcare and social services, science, technology, engineering and math, trade, and transport.
IRCC adds that "For 2026, we won't add or remove any eligible fields of study." Get your programme's CIP code from the school in writing before you enrol and check it against IRCC's own searchable list. Programme titles are broad, and two courses with similar names can carry different codes.
How your programme length maps to permit length
IRCC ties the permit length to the level and duration of your programme, and to your passport's expiry date, whichever comes first.
- At least 8 months but less than 2 years: a PGWP valid for up to the same length as the programme. A 9-month programme can produce a permit of up to 9 months.
- 2 years or more: a PGWP valid for 3 years.
- Master's degree, as of 15 February 2024: you can apply for a 3-year PGWP even if the programme was under 2 years, provided it was at least 8 months, or 900 hours in Quebec. IRCC says this does not apply to certificate or diploma programmes.
- More than one programme: lengths can be combined, but each must be PGWP eligible, at least 8 months, and meet its own requirements.
- Accelerated programmes: finish a 1-year programme in 8 months and you may still get a permit for the programme's full length.
The passport rule costs people years. IRCC will only issue the permit for the period your passport is valid. If it expires first you get a shorter permit and must apply on paper to extend after renewing. Renew before you apply.
Once in a lifetime, and it means once
IRCC's list of people who are not eligible opens with a single line: you are not eligible if you "already received a PGWP". There is no second permit for a second credential.
This changes how you sequence your studies. If you intend to do a one-year diploma and then a master's, taking the permit after the diploma spends it. Combining both programmes into one longer permit, where each is eligible, is usually better, but only if no permit has been issued yet.
The rest of the traps
Several further rules quietly disqualify otherwise sensible study plans.
- Distance learning. Completing over 50% of your programme through distance learning makes you ineligible. Where your lock-in date is on or after 1 September 2024, IRCC requires at least 50% of the programme to be completed in class within Canada, and time studying outside Canada is deducted from the permit length.
- English or French as a second language. ESL and FSL studies do not lead to a PGWP.
- General interest or self-improvement courses, and non-credit programmes, except flight school programmes.
- Funding that requires you to leave. A Global Affairs Canada scholarship requiring you to return home after graduation makes you ineligible.
- Flight schools. Graduates are exempt from the language and field of study rules, but must either hold a Canadian commercial pilot's licence after training at a DLI training centre, or hold or be getting an instructor's rating plus a job offer as a flight instructor from a DLI flight training centre.
- Overseas components. Part of a Canadian programme delivered abroad can count if you earn a Canadian credit for it, but the permit only covers time studied in Canada.
- My school is on the DLI list. Does that mean I will get a PGWP?
- No. IRCC says plainly that graduating from a DLI does not automatically make you eligible. It still depends on your programme, its length, your status while studying, and the language and field of study rules.
- I have a master's degree from a Canadian university. Do I still need a language test?
- Yes, if you apply on or after 1 November 2024. IRCC requires CLB or NCLC 7 in all four abilities for bachelor's, master's and doctoral graduates. The only exception is a PGWP-eligible flight school.
- Does the field of study requirement apply to me?
- Not if you hold a bachelor's, master's or doctoral degree, applied for your study permit before 1 November 2024, submitted the PGWP application before that date, or graduated from a PGWP-eligible flight school. Otherwise a college, polytechnic or non-degree programme must carry an eligible CIP code.
- How long do I have to apply after I finish?
- Within 180 days of confirmation that you completed your programme, and your study permit must have been valid at some point in those 180 days. If it will expire before your marks arrive, apply for a visitor record or apply from abroad.
- I finished a diploma and now want a degree. Should I take the PGWP now?
- Think hard first. A PGWP is available once. Where both programmes are eligible and each is at least 8 months, IRCC may instead combine their lengths into a single longer permit.
- My programme was partly online. Is that a problem?
- It can be. Completing over 50% through distance learning makes you ineligible. If your lock-in date is on or after 1 September 2024, at least 50% must be completed in class within Canada, and time outside Canada is deducted from the permit length.
