How it works
About the business stream
First come, first served rather than by draw, and unlike the employer-driven stream it does not run through the expression of interest pool. You receive a work permit first and the nomination later, once you have delivered what your performance agreement sets out. Investment made before that agreement is signed does not count. The territory's own business stream page carries no intake notice, no cap and no closure warning, so treat any third-party claim that this stream is shut as something to check against that page first.
Applying from outside Canada: Open from abroad, though the exploratory visit and in-person interview come first.
Source: the province's own page for this stream. Last checked September 18, 2026. Provinces change stream criteria without notice, so confirm the detail before you rely on it.
Requirements
What this stream asks for
- An investment of $200,000 within the Yellowknife corporate boundaries, or $100,000 outside them
- Net worth of $500,000 for a Yellowknife business, or $250,000 outside it
- Ownership of at least 33.3 per cent of the business, unless your personal equity investment is at least $1,000,000, in which case you may own less
- Language at CLB 4 in English or the French equivalent
- An exploratory visit and an in-person interview, plus a business performance agreement
- No active application to another provincial programme
Programme
The Northwest Territories programme right now
Open. The employer-driven stream moved to an expression of interest model in March 2026, while the francophone and business streams stay first come, first served. The 2026 allocation was raised from 197 to 300 in August. The last draw currently scheduled is 25 September 2026, with a cut-off of 22 September for entering the pool.
Exactly two official pages still display a notice saying the programme has closed its 2025 intake because it received enough applications to fill a nomination cap of 300. They are the Immigrate Here landing page and the Francophone Stream page. That text is stale: the territory has run and published expression of interest draws on 25 March, 25 June and 26 August 2026, and has scheduled the next for 25 September 2026. No such notice appears on the Business Stream, Employer-Driven Stream, Skilled Worker, Entry Level and Semi-Skilled, or NWT Express Entry pages.
