Immigrating to Quebec through provincial selection
Quebec does not take part in the Provincial Nominee Program. Under the Canada–Quebec Accord it selects its own economic immigrants and issues a Certificat de sélection du Québec (CSQ); IRCC then handles admissibility and permanent residence.
