How it works
About the international entrepreneur
There is no application fee. An exploratory visit is compulsory if you are applying from outside the province.
Applying from outside Canada: Open from abroad. Note that the province's guidance elsewhere says expressions of interest without a job offer are not considered, which sits awkwardly with a business stream that requires none. Confirm with the province before relying on it.

Requirements
What this stream asks for
- At least $600,000 in transferable net worth
- An investment of $200,000 with at least a third ownership, or $1 million in equity
- Language at CLB 5, aged between 21 and 59
- A high school education with an assessment less than five years old
- Two years of business ownership in the last five, or five years of senior management in the last ten
- Creating at least one full-time job, and a compulsory exploratory visit if applying from outside the province
Programme
The Newfoundland and Labrador programme right now
Open and inviting regularly, with the most recent round on 10 September 2026. The province moved to an expression of interest model in February 2025 after demand outstripped the spaces available.
Priority Skills NL no longer appears among the province's current pathways, though no formal closure was announced. Selection is discretionary rather than scored: meeting the criteria does not guarantee an invitation, and the province notes that applications tied to the St John's area may be given lower priority where a route is already heavily used.
