How it works
About the business investor: entrepreneur pathway
Uses its own expression of interest process, separate from the worker streams. Investment thresholds are lower outside the Winnipeg area. Draws are paused: Manitoba states that expression of interest draws for the Business Investor Stream are not currently being conducted. This is not a closure. The province says every expression of interest received is reviewed within four weeks, and that it then issues either a Letter of Advice to Apply where the submission meets the requirements or a feedback letter where it does not, so the route is being assessed case by case instead of by scored draw.
Applying from outside Canada: Designed for applicants abroad. A business research visit is recommended rather than required. Weigh the paused draws before you spend money on preparation: you can submit and be assessed, but Manitoba is not running scored business draws at present and has not said when they resume.

Programme
The Manitoba programme right now
Open and drawing roughly monthly for the worker streams, with the most recent round on 10 September 2026. The Business Investor Stream is the exception: Manitoba states on its draws page that expression of interest draws for that stream are not currently being conducted, although it still accepts and assesses business expressions of interest. The Career Employment Pathway for Manitoba graduates is being wound down: in June 2026 the province invited its candidates to move across to the Skilled Worker in Manitoba pathway, and no draw has selected that pathway since. Manitoba has not used the word closed, and its criteria page is still published.
Manitoba excludes several groups from every pathway: refugee claimants, live-in caregivers in Canada, temporary workers living in another province, spouses of Canadian citizens and permanent residents, and anyone with an active application to another provincial or federal programme. Holding an Express Entry profile does not count as an application.
