Licensed Practical Nurses (NOC 3233): immigrate to Canada

For licensed practical nurses (NOC 3233), the main routes are Express Entry (Federal Skilled Worker or, after a year of Canadian work, the Canadian Experience Class), a provincial nomination, and an employer-supported work permit that can lead to either. Pathway 1

Express Entry for licensed practical nurses

Your occupation does not add or remove CRS points on its own. The Comprehensive Ranking System scores age, education, language results, years of skilled work and Canadian ties, and it treats a year of work in this occupation the same as a year in any other eligible occupation. What the occupation decides is whether the experience counts at all: it must be in a TEER 0 to 3 job, and your duties must match the lead statement and main duties of the NOC you claim.

Get the NOC right before anything else. IRCC reads your reference letters against the NOC description, and a letter that lists duties from a different unit group is the most common reason a skilled-worker application is refused after an invitation. Ask employers to describe what you actually did, with dates, hours and pay, rather than copying the NOC text.

IRCC also runs category-based rounds that invite lower-scoring candidates who have recent experience in a listed occupation group. This occupation belongs to the healthcare and social services family, which has been one of the categories in recent years. The exact list of eligible NOC codes and the amount of experience required change from year to year, so confirm the current list on IRCC’s Express Entry page before you rely on a category draw.

Provincial nomination

Provinces nominate people whose occupation they need, and a nomination adds 600 points to an Express Entry profile or opens a direct permanent residence application. For licensed practical nurses, the streams to watch are those that target in-demand occupations, those that reward a job offer in the province, and those that invite candidates already working there on a permit.

Based on labour-market demand, the provinces most relevant to this occupation are listed below. Each province page shows its active streams and recent nominations.

Work permits for licensed practical nurses

Most people who come to Canada to work as a licensed practical nurses hold an employer-specific work permit. There are two ways an employer can support one. Under the Temporary Foreign Worker Program the employer first obtains a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada, which confirms it advertised the job and could not find a Canadian or permanent resident. Under the International Mobility Program the job is LMIA-exempt: the employer instead submits the offer through IRCC’s Employer Portal and pays a compliance fee, and you apply with the offer number.

Common LMIA exemptions are transfers within a multinational company, professionals covered by a free-trade agreement such as CUSMA, spouses of skilled workers and students, International Experience Canada for young people from partner countries, and permits that give a significant benefit to Canada. If your employer has an office abroad, or you have a partner who already holds a Canadian permit, ask about these before an LMIA is started, because an exempt permit is usually faster and cheaper.

For a skilled role the LMIA is assessed under the high-wage or low-wage stream depending on how the offered salary compares with the provincial median, and the employer must commit to the wage and conditions in the offer. Some technology and specialised occupations may qualify for the Global Talent Stream, which has faster LMIA processing for eligible employers.

A work permit is temporary, but it is often the strongest step towards permanent residence. Skilled work in Canada opens the Canadian Experience Class after one year and improves your score in most provincial streams, and time spent working here counts towards Express Entry points for Canadian experience.
